建设海洋强国是新时代重大战略目标。我国国民整体海洋素养与世界其他海洋强国相比仍有提升空间。中小学生海洋素养培养是奠定全体国民高质量海洋素养的基石,其内涵涵盖海洋观念、海洋知识、海洋行为等多个维度,而教师与教育管理者是关键践行者。文章立足国内国民海洋素养教育现状,聚焦海洋强国建设后备人才培育,提出将海洋元素融入中小学各类课堂的教学策略,探究师范院校学生、在职教师及教育管理者的海洋素养培养路径,通过引导中小学生树立正确海洋观念、掌握基本海洋知识、践行积极海洋行为,助力实现海洋素养人才培养目标,为海洋强国建设提供后备人才支撑。
Abstract:Building China into a strong maritime nation is a major strategic objective in the new era. However, the overall marine literacy among its population still requires further improvement when compared to that of leading maritime nations. Cultivating marine literacy among primary and secondary school students constitutes the essential foundation for enhancing the nation's collective maritime competence. This literacy encompasses multiple dimensions, including marine awareness, knowledge and behavior, with teachers and educational administrators serving as key practitioners. Grounded in an analysis of current practices in marine literacy education domestically and internationally, the study focuses on nurturing a future talent pool for maritime power development. It proposes pedagogical strategies for integrating marine themes across school curricula, and explores pathways for enhancing marine literacy among pre-service teacher education students, in-service teachers, and education administrators. By guiding students to foster sound marine awareness and adopt responsible marine-related behaviors, this approach aims to achieve the objective of cultivating marine literacy, thereby providing sustained human resource support for China's development as a strong maritime country.
