摘要(Abstract)：

海洋空间规划作为海洋空间分配合理利用和海洋生态可持续发展的有效管理工具，在欧盟地区实现了体系与内容的长足进展，并随着时代发展关注不同的议题。本文通过梳理欧盟海洋空间规划政策倡议，以《加快国际海洋空间规划进程的联合路线图》以及“全球海洋空间规划2030”项目为案例，剖析在蓝色经济和可持续发展的理念下，欧盟海洋空间规划基于生态系统的方法与尺度重组策略，以及跨界合作和数据共享的实践经验。欧盟海洋空间规划体现了海洋空间规划的综合性与发展性，是促进海洋可持续发展的系统性海洋治理框架。
