摘要(Abstract)：

新型城镇化建设要求改革城镇政府管理体制进而推进城镇政府和城镇治理的转型。本文以杭州市为例,从整体性政府的视角研究新型城镇政府管理体制改革。研究发现杭州市根据新型小城市的标准,自上而下整合县镇社区的职能、机构和资源,改革城镇政府管理体制。然而,权责不匹配、能力不足、机构与工作的严重脱节、过繁过乱的考核等传统城镇政府管理体制的顽疾仍然继续困扰着城镇政府,为此,在未来的改革中,应该按着社会公平正义的原则从总体上设计新型城镇管理体制机制,提高政府部门的合作水平和合作能力,规范决策和政策执行机制。
